Evan P. Fitzgerald, CPESC, CFM Founder and Principal Hydrologist/Geomorphologist Evan @ fitzgeraldenvironmental.com Evan has over 20 years of experience in the fields of hydrology and geomorphology. He earned a BS in Environmental Science from the University of New Hampshire, and a MS in Aquatic Ecology and Watershed Science from the University of Vermont. Evan has extensive experience with the development of watershed-based restoration plans using applied hydrology, geomorphology, and GIS. He continues to be involved in flood recovery efforts in response to the 2011 floods on behalf of state and municipal clients throughout the Northeast. Evan is a Certified Professional in Erosion and Sediment Control (CPESC) and is experienced with stormwater, rivers, and wetland permitting regulations at the local, state, and federal level. Joseph H. Bartlett, CFM
Watershed Scientist Joe @ fitzgeraldenvironmental.com Joe has been with Fitzgerald Environmental since 2011. He has worked on water quality and stormwater projects throughout the Northeast, including several complex stream monitoring station projects while at the University of Vermont, where he earned a BS in Environmental Science and a MS in Aquatic Ecology and Watershed Science. At Fitzgerald Environmental, Joe is responsible for stormwater monitoring projects, field surveys involving high-resolution GPS data collection, GIS mapping and analysis, detailed river surveys in support of river restoration projects, development of river and floodplain hydraulic models, and wetland delineation and permitting. |
Evelyn H. Boardman
Watershed Scientist / Drafter EBoardman @ fitzgeraldenvironmental.com Evelyn has a diverse background in water resources including a variety of research experiences while an undergraduate at the University of Vermont. She holds a BS in Environmental Science from the University of Vermont, and a MS in Ecology, Evolution, and Behavior from the University of Minnesota, where her research focused on synthesizing statewide water quality data to explore watershed nutrient budgets and concentration-discharge dynamics. Evelyn has been with Fitzgerald Environmental since 2016, where she is responsible for GPS and GIS mapping, field data collection, bridge and culvert surveys, statistical analysis, and data management. |
Jordan M. Duffy, PE, CPESC
Water Resources Engineer Jordan @ fitzgeraldenvironmental.com Jordan earned a BS and MS in Civil/Environmental Engineering from the University of Vermont. He joined Fitzgerald Environmental in 2022 with several years of professional consulting experience throughout the Northeast. He has worked across a broad range of water quality restoration projects in VT and NY, with expertise in hydrologic and hydraulic analysis, stormwater design and permitting, geomorphic assessments, erosion control inspections and monitoring, and environmental permitting at the federal and state levels. Staff Scientist Frank @ fitzgeraldenvironmental.com Frank joined Fitzgerald Environmental after graduating from the University of Vermont in the spring of 2020 with a BS in Environmental Science, where he focused his studies on geology, geomorphology and geospatial technologies. Frank has experience researching the role of road erosion in phosphorus mobilization in Vermont's waters, and he assists with GIS mapping and database management, high-resolution GPS data collection and processing, stormwater monitoring, hydraulic modeling, and CAD design. |

Rodrigue F. Spinette, PhD
Wetland Scientist / Engineer Rodrigue @ fitzgeraldenvironmental.com Rodrigue joined Fitzgerald Environmental in 2019. He holds a BS in Civil Engineering from Florida International University, and Doctorate and MS degrees in Environmental Engineering from Johns Hopkins University. Rodrigue has a wide knowledge base covering environmental engineeering, water treatment, scientific methodology, data collection and analysis, and laboratory analytical methods. He is adept at performing wetland surveys and delineations in a variety of settings, including challenging urban settings with historical human impacts (i.e., fill), as well as agricultural settings following Army Corps of Engineers protocols. At Fitzgerald Environmental, Rodrigue is involved in wetland delineations, field surveys involving high-resolution GPS data collection, geomorphic assessments, and various stream and wetland restoration projects. |
